Welcome to the official website for the Unified Carrier Registration Plan

The Plan oversees the federal UCR Agreement which requires individuals and companies that operate commercial motor vehicles in interstate or international commerce to register their business with a participating state and pay an annual fee based on the size of their fleet. This includes all carriers – private, exempt or for hire.


These 41 states are included in the UCR Act.

The UCR Agreement is found in 49 United States Code (USC) section 14504a (hereinafter referred to as section 14504a or § 14504a).


New Training Available from UCR

UCR is rolling out new training for state employees .  That includes a special session to help you learn the new UCR national registration system (scheduled to launch Oct. 1) and a separate program to train on carrier audits.

UCR National Registration System to Launch this Fall

UCR is developing a new, national online registration system scheduled to launch by October 1 to coincide with the opening of UCR registration for 2019.

The Board wants to achieve an improved registration experience for companies and other entities required to participate in the program, while also providing state employees and UCR administrators better data access and reporting.


*NEW: UCR Handbook Now Available

The UCR Board recently approved a new guidance document. The official UCR Handbook is intended to provide authoritative guidance on the UCR program and is a great resource for both states that participate in the program and for transportation businesses that are subject to its requirements.
