State Enforcement of 2018 UCR Begins April 5

The UCR Board of Directors is recommending that state enforcement of the current registration year begin on April 5, 2018. This is due to the fact that the announcement of 2018 UCR registration fees was delayed several months.  The Commercial Vehicle Safety Alliance, the association of motor carrier enforcement agencies, has adopted this position.

The Plan oversees the federal UCR Agreement which requires individuals and companies that operate commercial motor vehicles in interstate or international commerce to register their business with a participating state and pay an annual fee based on the size of their fleet. This includes all carriers – private, exempt or for hire.


These 41 states are included in the UCR Act.

The UCR Agreement is found in 49 United States Code (USC) section 14504a (hereinafter referred to as section 14504a or § 14504a).


State Enforcement of UCR Begins April 5

The Federal Motor Carrier Safety Administration (FMCSA) announced on January 5 reduced annual fees for the 2018 Unified Carrier Registration Plan (UCR).

The new fees go into effect immediately, but since the 2018 registration period was delayed several months, the UCR Board of Directors is requesting that states begin enforcement no earlier than April 5, 2018.


State Audits Due March 31

As outlined in the UCR Agreement, states are required to complete their annual carrier audit no later than March 31, 2018.
